What Does Owning a Home in Cy-Fair Actually Cost After You Add the MUD?

The listing price tells you one number. The mortgage calculator gives you another. But in Cy-Fair's master-planned communities, neither figure captures the full picture until you know the MUD tax rate assigned to that specific parcel. Towne Lake, Coles Crossing, and Fairfield are three of northwest Harris County's most popular MPCs, and each one carries a substantially different MUD load. The spread between the lightest and heaviest MUD in this comparison is more than $2,400 per year on a $500,000 home.

TL;DR: Towne Lake carries the highest MUD burden in this group, with HCMUD 449 at $0.94/$100 and HCMUD 502 running as high as $1.02/$100 on top of all other taxing jurisdictions. Coles Crossing's primary MUD (HCMUD 213-A) historically assessed above $1.40/$100 for M&O-only, though serviced portions of the community fall under HCMUD 364/365, which are meaningfully lower. Fairfield's MUDs have dropped to some of the most competitive rates in the Cypress corridor at $0.385/$100 for 2025. On a $500K home, the annual MUD tax difference between Fairfield and the highest-load Towne Lake section can exceed $3,000.

Why MUD Taxes Exist in Cy-Fair and How They Work

Harris County has no unincorporated city government to fund water treatment plants, detention ponds, or sewer lines. When a developer builds a master-planned community on raw land, they create a Municipal Utility District, issue bonds to pay for the infrastructure, and transfer those bonds to homeowners through a property tax levy.

Every MUD has two components: a Debt Service rate that retires the original infrastructure bonds, and a Maintenance and Operations (M&O) rate that covers ongoing costs. Young MUDs with fresh debt carry the heaviest load. Mature MUDs where bonds are nearly retired carry very low or zero debt service. This explains why Fairfield's MUDs, which were formed in the late 1980s and 1990s, now have much lighter rates than the newer Towne Lake districts formed in the 2010s.

The formula from HCMUD 449's published guidance is straightforward: take the HCAD appraised value, subtract any exemptions, divide by 100, then multiply by the MUD rate. A homestead exemption reduces your taxable value, but only for the ISD and county layers, not always for the MUD, depending on how each district has structured its exemption policy.

One important detail: most Cy-Fair properties sit inside multiple taxing jurisdictions simultaneously. Your tax bill lines up Harris County, the Harris County Flood Control District, the Cy-Fair ISD, the Emergency Services District (ESD), the Port of Houston Authority, Harris County Hospital District, and then one or more MUD districts. The MUD rate is the most variable layer and the one most buyers overlook.

The Base Rates Shared Across All Three Communities

Before comparing the MUD-specific layers, every buyer in Cy-Fair should understand the floor rate that applies broadly across unincorporated northwest Harris County:

  • Cy-Fair ISD (CFISD): $1.0669 per $100 valuation for 2025, the lowest in 39 years per CFISD's October 2025 board approval. Comprised of $0.6669 M&O and $0.40 debt service.
  • Harris County: approximately $0.381 per $100 valuation
  • Harris County Flood Control District: approximately $0.050 per $100 valuation
  • Harris County ESD 13 (Cypress Creek Fire): $0.100 per $100 for 2025 per Cypress Creek Fire's published rate schedule
  • Port of Houston Authority and Hospital District: combined approximately $0.07 per $100

The county/ISD/ESD floor before any MUD is approximately 1.67 to 1.70 per $100 valuation depending on the specific ESD and hospital district layers. Add the MUD on top of that floor.

Towne Lake: HCMUD 449 and HCMUD 502, The Highest Load

Towne Lake in Cypress (77433) is a 2,400-acre lakefront MPC developed beginning around 2010 near the intersection of Barker Cypress and Tuckerton. Its amenity package, lagoon, and builder roster (David Weekley, Perry, Westin, Toll Brothers) command premium home prices, but the MUD structure reflects a community that is still actively retiring substantial bond debt.

HCMUD 449 covers portions of Towne Lake (primarily the western and southern sections) and carries a 2025 adopted rate of $0.94 per $100 ($0.50 debt service + $0.44 M&O), down from $0.99 in 2024 and $1.03 in 2023 per HCMUD 449's published tax table. The declining trend is a positive sign for long-term owners, but the current rate remains among the highest in the corridor.

HCMUD 502 serves another portion of Towne Lake and ran at $1.02 per $100 in 2024 (debt $0.32 + contract tax $0.56 + M&O $0.14). The contract tax component funds MUD 500, the master district that built Towne Lake's core water plants, wastewater treatment facility, detention ponds, and regional parks. This layered structure means the 502 rate is not a simple two-part levy; the contract tax has historically been the largest single component. According to HCMUD 502's rate disclosure, it has come down from $1.50 in 2019.

Water and sewer bill (HCMUD 449): The base water rate is $24.00 per month covering up to 5,000 gallons, then $1.00 per thousand gallons from 5,001 to 15,000, $1.50 from 15,001 to 30,000, and $2.00 above 30,000. Sewer is a flat $30.10 per month base rate. A household using 8,000 gallons per month would pay approximately $24 + $3 (water usage) + $30.10 (sewer) = roughly $57 per month before any surcharges or WHCRWA fees.

Coles Crossing: Multiple MUDs, Meaningfully Different Loads

Coles Crossing in Cypress (77429) was developed in the late 1990s and early 2000s off Barker Cypress Road north of US-290. The community is served primarily by HCMUD 364 and HCMUD 365, with some parcels historically assigned to HCMUD 213-A.

HCMUD 364 and 365 (the majority of Coles Crossing): These two districts share a water and sewer system per HCMUD 365's service documentation, which also covers The Park at Arbordale and Stillwater Village. Tax rates for both of these mature districts have fallen significantly as original infrastructure bonds retire. While 2025 adopted rates were not separately confirmed at publication time, earlier years showed both in the $0.28 to $0.32 per $100 range, well below the newer Towne Lake districts.

HCMUD 213-A covers a section of the broader area and was assessed at $1.45 per $100 in 2020 and 2021 per districtdirectory.org data, with the full amount allocated to M&O rather than debt service, suggesting an unusual cost-of-service structure. Buyers receiving a disclosure showing MUD 213-A should verify the current rate directly before closing.

Water and sewer bill (HCMUD 364/365): Water is $5.00 minimum for up to 10,000 gallons, then $1.00 per thousand from 10,001 to 15,000, $1.75 from 15,001 to 25,000, and $2.50 from 25,001 to 35,000. Sewer is a flat $14.00 per month. A household using 8,000 gallons per month pays approximately $19 per month for water and sewer combined before the North Harris County Regional Water Authority (NHCRWA) fee of $3.60 per thousand gallons, which adds roughly $29 at 8,000 gallons. Total monthly: approximately $48 to $52.

Median home value in Coles Crossing: Per HAR.com price trend data, the median appraised value is $472,615 with a median sold price of approximately $168 per square foot. Homes typically run 3,100 square feet, landing in the $440,000 to $590,000 range on the active market.

Fairfield: The Mature MUD Advantage in Northwest Cypress

Fairfield (zip code 77433) sits along FM 529 and US-290 west of SH-6 in what was farmland through the 1980s. The Fairfield community MUDs began forming in 1988 and 1989, meaning many of the original bond issuances have been substantially retired over the past 35 years. The result: some of the lowest MUD tax rates available in a major Cy-Fair MPC.

HCMUD 396 and the Fairfield MUD group: The 2025 adopted tax rate for HCMUD 396 is $0.385 per $100 ($0.175 M&O + $0.21 debt service) per Fairfield MUDs' published resources page. This compares to $0.43 in 2023 and $0.40 in 2024, continuing a steady downward trend. Fairfield has multiple MUD numbers across sections (including areas historically covered by HCMUD 153 and 156), and rates can vary by section, so confirming the specific district at closing remains important.

Median home value in Fairfield: Per Zillow market data, the average Fairfield home value is approximately $411,420, up 3% year over year. Larger homes and lakeside lots within the community push toward $500,000 to $760,000 per HAR.com Fairfield Village North data.

Side-by-Side MUD Tax Comparison Table

Rates shown per $100 valuation. 2025 CFISD and county-level rates used throughout. MUD rates reflect most recent published adopted rates. Actual bills will vary with exemptions and exact district assignment.

The difference between a Towne Lake (HCMUD 502) property and a Fairfield (HCMUD 396) property at the same $500,000 valuation is approximately $3,175 per year, or $265 per month in MUD tax alone. Over a 30-year ownership period at current rates (which will change), that spread compounds to meaningful six-figure territory.

What This Means for a $500K Home Purchase

Assume two buyers, both purchasing at $500,000 in Cy-Fair:

Buyer A closes in Towne Lake, HCMUD 502 section. Before applying any homestead exemption: - Annual MUD tax: $5,100 - Annual total property tax (all layers): ~$13,085 - Effective total rate: ~2.62%

Buyer B closes in Fairfield, HCMUD 396 section: - Annual MUD tax: $1,925 - Annual total property tax (all layers): ~$9,910 - Effective total rate: ~1.98%

Buyer A pays roughly $263 more per month in property taxes than Buyer B at the same purchase price. On a standard PITI mortgage at 7%, that monthly gap is equivalent to the payment difference between a $500,000 loan and roughly a $539,000 loan. In other words, the MUD load in Towne Lake effectively prices a buyer as if they had purchased a home nearly $40,000 more expensive than the Fairfield equivalent.

This math changes after homestead exemptions are applied (CFISD offers a 20% local exemption plus the state's $100,000 exemption), but the relative gap between communities persists even after exemptions because exemption structures tend to reduce all layers proportionally.

Should the Higher MUD Rate in Towne Lake Be a Dealbreaker?

Not automatically. Towne Lake's median sold price of approximately $650,000 per Realtor.com neighborhood data reflects consistent appreciation, and the lagoon amenity package supports resale. Buyers holding 10 or more years will see the rate continue declining as debt retires.

Coles Crossing offers an established community at a median appraised value of $472,615 with strong Cy-Fair ISD school ratings and a lower MUD burden. Fairfield is the mature-community value play: established landscaping, low MUD overhead, and homes that have held values steadily without the price volatility of early MPC phases.

Frequently Asked Questions

Do all homes in Towne Lake fall under the same MUD district?

No. Towne Lake spans multiple MUD districts including HCMUD 449, HCMUD 502, and HCMUD 500 (the master district). A home in Towne Lake Section 22 may have a different MUD assignment than a home in Towne Lake Section 56. When you receive a disclosure notice from the seller, confirm the exact district number on the HCAD parcel record. Title companies will verify MUD assignment as part of closing, but savvy buyers verify it during the option period.

Can I appeal my HCAD appraised value to reduce the MUD tax bill?

Yes. Because MUD taxes are calculated on the HCAD appraised value, successfully protesting your appraisal lowers your MUD bill along with your county and ISD bills. Texas law gives you until May 15 each year (or 30 days after your notice arrives, whichever is later) to file a protest with HCAD. A $20,000 reduction in appraised value on a property in HCMUD 449 saves approximately $188 in MUD taxes per year at the 2025 rate.

Will the Towne Lake MUD rates keep declining?

Generally yes, over time. MUD rates follow the debt retirement schedule tied to the original bond issuances. HCMUD 449 dropped from $1.24 in 2021 to $0.94 in 2025, a 24% reduction in four years. The pace of decline depends on the board's levy decisions and any new bond issuances, which can reset the schedule. As long as no major new bonds are approved, the trend in established Towne Lake MUDs should continue downward through the late 2020s.

Are Fairfield MUD rates likely to change direction?

Fairfield's MUDs are operating near the low end of what a functional utility district typically charges. The remaining debt service component at $0.21 per $100 in HCMUD 396 will eventually retire, but the M&O component ($0.175) reflects ongoing operational costs that do not disappear. Expect total rates to stabilize in the $0.20 to $0.30 range rather than reaching zero, and watch for NHCRWA fee increases (regional water authority fees have increased from $3.60 to $4.25 per thousand gallons recently) to partially offset MUD rate reductions.

How do I find the exact MUD number for a specific Cy-Fair property?

Search the address in HCAD's property search, then look at the tax summary tab, which lists every taxing jurisdiction including the MUD number. From there you can go directly to that MUD's website for its current tax rate and water service schedule. The Harris County Tax Assessor's rate table cross-references every district number with its three-year rate history.

Does the MUD include trash pickup?

It depends on the specific district. Some Cy-Fair MUDs bundle solid waste collection into the monthly utility bill (HCMUD 153 schedules Tuesday/Friday pickup); others do not, leaving residents to arrange separate collection. Verify this with the specific MUD when setting up service to avoid a double-billing situation or a missed pickup schedule.
